Not sure why this ticket was assigned to me, I haven maintainer (or even used) this package in years. According to https://src.fedoraproject.org/rpms/NetworkManager-vpnc/ it is huzaifas who maintains it for EPEL, but there was not even a EPEL8 build. Reassigning to the Fedora package maintainer, maybe he known details. But maybe you might have to step up and maintain the package yourself for EPEL if you want to see it there.
