Description of problem:

gnome-shell-extension-topicons-plus is at version 25.
From: https://extensions.gnome.org/extension/1031/topicons/

version 25 is 'inactive' and also doesn't support gnome-shell version 3.32, which is what RHEL8 is at.

Please update to version 26 which supports several shhell versions including 3.32.
