Cause: In 17.1.4, a new release of openvswitch and os-net-config was included. This added new configuration parameters and a new configuration file. The combination of the old configuration file staying in place, and the new openvswitch being installed, causes a data plane outage. Consequence: Data plane connectivity is lost. Fix: This bug fix implements a merging of the old and new configuration, then renames the old configuration file to ensure that it is no longer used. It then also ensures that after the new openvswitch is installed, it is setup to start at boot. Result: There is no longer a data plane outage.

Deployed an Pre-provisioned undercloud on 16.2 openstack version with infrared.

When the undercloud upgrades to 17.1 there is connectivity disruption and the jenkins job fails.

This is 4 issues:
* root cause is not os-net-cofnig but update of openvswitch ends up with outage ovsdb is down, restarting openvswitch service fixes it
* we have config.json vs config.yaml in THT which means we set network configuration twice and in a wrong way - we need to convert json to yaml in upgrade/update
* os-net-config has new params for ovs bridges which means there is reconfiguration on any upgrade
* Undercloud config now adds all the ips to the config meaning the 24.2 and 24.3 which were not present in OSP16
