Please branch and build python-sphinxcontrib-programoutput in epel10.

If you do not wish to maintain python-sphinxcontrib-programoutput in epel10,
or do not think you will be able to do this in a timely manner,
I would be happy to be a collaborator or committer of the package (FAS: kkeithle);

Please do this. epel-packagers-sig is already in maintainers (and there's an epel9 package).
