Description of problem:
Package python-pynn fails to build from source in Fedora Rawhide.

Version-Release number of selected component (if applicable):
0.12.3-4.fc41

Steps to Reproduce:
koji build --scratch f42 python-pynn-0.12.3-4.fc41.src.rpm

Two tests are failing with NumPy 2.x.

I reported it upstream, since I didn't quite grasp the failure. The error is:

ValueError: could not convert string 'np.float64(0.0)' to float64 at row 0, column 1.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 42 development cycle.
Changing version to 42.
