Need to package django-ninja and upgrade psycopg2

Problem 1: nothing provides requested (python3dist(django-ninja) < 2~~ with python3dist(django-ninja) >= 1.3)
Problem 2: nothing provides requested (python3dist(psycopg2) < 3~~ with python3dist(psycopg2) >= 2.9.10)
