Description of problem:
ifup binary provided by openstack-network-scripts after reboot of node during ffu step for leapp upgrade from 8.4 to 8.2 did not work as expected. interfaces were not able to come up and as a workaround we implemented the use of the ifup script found in /etc/sysconfig/network-scripts.

Red Hat OpenStack Platform 17.1 

How reproducible:
100%

Steps to Reproduce:
1. # ifup ens2f2

Actual results:
error: uknown connection '/etc/sysconfig/network-scripts/ifcfg-ens2f2' failure to activate file "ens2f2"


Expected results:
interface ens2f2 would be brought up and networking would work as expected


Additional info:
customer has currently halted further upgrade of controllers(1)(2) so that we can identify issue and ensure that they don't experience same issue on each controller

SFDC case 04024702 contains sosreports as well as update case summary
