Description of problem:
Plugged in my phone
SELinux is preventing ps from 'getattr' accesses on the chr_file /dev/ttyUSB0.

If you believe that ps should be allowed getattr access on the ttyUSB0 chr_file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -X 300 -i my-ps.pp
