Rebase Fedora GDB to 16.1

    Fedora 42
    Fedora 41
    Fedora 40

Do the rebases for all the supported Fedoras, build new builds, test all the new builds, make sure all the builds pass CI

Such a rebase still applies to Fedora 42.
But it would be a violation of packaging rules for Fedora 41 and moreover Fedora 40: https://docs.fedoraproject.org/en-US/fesco/Updates_Policy/#stable-releases

Hi Jan,

Thanks for making us aware of the FESCo policy regarding updates to
packages for major releases.

GDB's major version number is incremented on a yearly basis regardless
of new features or changes to the user experience.  While it is true
that new features (e.g.  architecture support) are being added to GDB
on a regular basis, there are very few features being added to GDB
which appreciably affect the debugging experience for a Fedora user. 
On the other hand, each "major" release contains many bug fixes which
are not being backported to existing Fedora releases.  In particular,
over the past two major releases (GDB 14.X and GDB 15.X), we've seen
far fewer ABRT related bugs than we have in the past.  We have found
it beneficial to rebase to the latest upstream release to propogate
these bug fixes into Fedora GDB.

Therefore, despite the fact that the major version number changes on
a yearly basis, we think that we're adhering to the spirit of the policy.

We do, however, agree that it might appear that we're not following
the policy.  Our team is discussing whether to request a formal
exception to the policy for GDB.
