This bug appears to have been reported against 'rawhide' during the Fedora Linux 42 development cycle. Changing version to 42.

The lack of F42 builds causes errors when attempting to upgrade from F41 to F42: Problem 2: installed package igt-gpu-tools-1.27.1-0.5.20230215git45da871.fc41.x86_64 requires libgsl.so.27()(64bit), but none of the providers can be installed - cannot install the best update candidate for package igt-gpu-tools-1.27.1-0.5.20230215git45da871.fc41.x86_64 - gsl-2.7.1-11.fc41.x86_64 does not belong to a distupgrade repository Problem 3: problem with installed package - installed package igt-gpu-tools-1.27.1-0.5.20230215git45da871.fc41.x86_64 requires libgsl.so.27()(64bit), but none of the providers can be installed - package igt-gpu-tools-1.27.1-0.5.20230215git45da871.fc41.x86_64 from fedora requires libgsl.so.27()(64bit), but none of the providers can be installed - cannot install both gsl-2.8-1.fc42.x86_64 from fedora and gsl-2.7.1-11.fc41.x86_64 from @System - cannot install the best update candidate for package gsl-2.7.1-11.fc41.x86_64
