The issue was caused by orphaning the package php-erusev-parsedown (https://src.fedoraproject.org/rpms/php-erusev-parsedown/c/7d290f926fcd860d6fdc839619d7fb1211bc3021?branch=rawhide) which was a dependency for websvn for markdown support. The markdown support in websvn was limited (not for files, only in directory view, hard-coded filename) and not enabled by default. I fixed the FailsToInstall problem by removing the dependency to that package.
FEDORA-2025-37932f661e (websvn-2.8.4-4.fc42) has been pushed to the Fedora 42 stable repository. If problem still persists, please make note of it in this bug report.
