This bug was initially created as a copy of Bug #2342800

I am copying this bug to track the changes in 8.x codebase.


Description of problem: In 8.0 a modification was added to the encoding and decoding of RGWZoneGroupPlacementTier that inserted data into the middle of the at rest structure. A fix has been produced that can read this structure in all existing versions (v1, v2, and v3), and we want 7.1 to be able to read this as well.
