With this fix, the order and read structure in existing versions are corrected and Ceph Object Gateway services of older versions can now read and decode the new object manifest, as expected. This bug was initially created as a copy of Bug #2342800

I am copying to fix this issue in 8.0 codebase



Description of problem: In 8.0 a modification was added to the encoding and decoding of RGWZoneGroupPlacementTier that inserted data into the middle of the at rest structure. A fix has been produced that can read this structure in all existing versions (v1, v2, and v3), and we want 7.1 to be able to read this as well.
