I see this issue in a couple of packages for aarch64 (at least) in builds triggered by Koschei [1, 2]:

/usr/lib64/libKF6I18n.so.6.10.0: warning: GCS is required by -z gcs, but this shared library lacks the necessary property note. The dynamic loader might not enable GCS or refuse to load the program unless all the shared library dependencies have the GCS marking.
collect2: error: ld returned 1 exit status

Yep we're aware. It's causing over 66% of builds related to the KDE stack to fail right now.
