Build python-gpl for EPEL 10

Running the tests would require all of the following.

* python3dist(aiofiles)
* python3dist(mock)
* python3dist(parse)
* python3dist(pytest-console-scripts)

Runtime the following are missing

* python3dist(graphql-core)
* python3dist(yarl)


Reproducible: Always
