Those updates introduce many bug fixes for Plasma 6.3, and would be needed to have a release that is as stable as possible. Reproducible: Always
Proposed as a Freeze Exception for 42-beta by Fedora user farchord using the blocker tracking app because: 6.3.0 was released a week ago and had a sizeable amount of bugs. 6.3.1 and 6.3.2 will be ironing out alot of those. 6.3.1 is released today (2/18) while 6.3.2 will be released 7 days later (2/25).
