Tomorrow all needed dependencies in both EPEL 10.0 & 10.1 should be available in stable, so you should be able to build this. You might as well build in the same side tag the package python-dateparser which depends on parsel (see https://bugzilla.redhat.com/show_bug.cgi?id=2347063) as part of the EPEL packager SIG.
