Description of problem:
python3-apptools from epel8 has missing dependencies, causing it to be uninstallable.

python3-apptools-5.2.0-1.el8

Steps to Reproduce:
1. dnf install python3-apptools


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3.6dist(traitsui) needed by python3-apptools-5.2.0-1.el8.noarch from epel
  - nothing provides python3.6dist(traits) >= 6.2.0 needed by python3-apptools-5.2.0-1.el8.noarch from epel
