Description of problem:
since update to 1.35.1 koji is unusable as latest links stop being regenerated.


Version-Release number of selected component (if applicable):
1.35.1-1 and 1.35.1-2

How reproducible:
every time
regen a repo or a dist-repo and the lastest link will not be regenerated,

Steps to Reproduce:
1.create a tag
2.build against this tag
3.regen repo

Actual results:
no latest link or not updated.

Expected results:

latest -> point to latest repo id

this has been fixed upstream see:

while you have backported already a PR, this, one is preventing koji to be functionnal

I suggest to either back port this one or to upgrade to 1.32
