Description of problem:
iscsi-initiator-utils has artifacts in /usr/sbin.  It needs a version bump to 42 to support the bin/sbin merge (ie create links in /usr/sbin if the directory still exists).

It looks like a fix for the bin/sbin merge made is as far as bodhi but was then unpushed:
