Description of problem: 
On going to bucket details > Tiering edit form, if a lifecycle rule is already configured with prefix and Tag, then Tags are not getting populated in form, also the parsing of json is not correct on bucket details > policy tab.

How reproducible: 


Steps to Reproduce:
1. create a lifecycle rule from bucket details > Tiering, and add prefix with Tags
2. The tags will not be rendered correctly when editing that lifecycle rule, also the prefix and Tag data will be incorrectly shown in the policy tab
3.

Actual results: Incorrect/no data shown for Tag in Tiering form and policy tab


Expected results: Now able to edit/update prefix and Tag details from Tiering form, and also correct policy is shown in bucket lifecycle which displays Prefix and Tag information in json as well as XML.
