Description of problem:
On a tenanted bucket with account owner, if we create/edit a lifecycle rule with Bucket details > Tiering tab, then it was throwing error

How reproducible:


Steps to Reproduce:
1. Create a tenanted account, then create a tenanted user and link it with the account
2. Create a bucket and then go to bucket details section
3. Try to create a lifecycle policy in Tiering tab

Actual results: Not able to create/edit lifecycle rule


Expected results: Should be able to create/edit lifecycle rule
