When I try to run a 32-bit Windows app, wine will fail with:

wine: failed to load L"\\??\\C:\\windows\\syswow64\\ntdll.dll" error c0000135

Wine version is wine-10.4 (Staging)

I've tried several, but for reproducing this something as simple as Notepad2 (https://www.flos-freeware.ch/notepad2.html) will be enough. Trying to run a 64-bit version of the same app works without problems.

This used to work in Fedora 41 and previous versions.

Reproducible: Always

Steps to Reproduce:
1. Try to run the 32-bit version of Notepad2
Actual Results:  
It fails with wine: failed to load L"\\??\\C:\\windows\\syswow64\\ntdll.dll" error c0000135

Expected Results:  
It runs
