Description of problem:

The Tiering tab under the Object section of the Ceph Dashboard currently only supports Cloud Tiering and does not provide an option to configure Storage Class for local tiering. This limits the ability to create tiering configurations for local storage directly from the dashboard.



Expected Behavior:

- The Tiering tab should support both Cloud Tiering and Local Tiering by providing an option to configure Storage Classes for local tiering.

- The section should be clearly labeled to avoid confusion.

Enhancement Request: 

The current Tiering section should be renamed "Cloud Tiering" instead of just "Tiering," as the current label may be misleading.

Impact:

Users may assume the dashboard supports local tiering configurations when only cloud tiering is available. This could lead to confusion and unnecessary troubleshooting.
