Feature: High Availability (HA) support for the mgmt-gateway service. Reason: While the mgmt-gateway currently enables HA for backend services such as monitoring, it itself was not designed to run in a resilient, HA configuration. This created a single point of failure, reducing the overall fault tolerance of the deployment. Result: The mgmt-gateway service can now be deployed in a high-availability configuration, improving system resilience and eliminating it as a single point of failure.

Description of problem:

Enhance the mgmt-gateway service to support high availability (HA) configurations. While it currently facilitates HA for underlying monitoring and other backend services, the mgmt-gateway itself should be capable of running in a resilient, HA setup.
