tepl is replaced by libgedit-tepl in F42+.  The replacement was pushed to stable just before Final Freeze but there was no time to retire this in between.

Nothing requires this, and it is obsoleted by libgedit-tepl (and libgedit-tepl-devel).

I see no reason not to retire this before the release with a freeze exception.
