Yep this is on my radar to fix this weekend (when I have some extra time). I'll be packaging Pocillo GTK Theme as a replacement, Materia has been unmaintained for a long time now. materia-gtk-theme will be dropped as a dep of budgie-desktop and instead pocillo-gtk-theme will be defined as a dep in budgie-desktop-defaults (BZ#2359051 reports same install issue for F43 for budgie-desktop-defaults as well).
