One of the ways this manifests in is that any kind of replayer stop or restart may get blocked and that eventually blocks major activity within rbd-mirror daemon such as scanning for mirror-enabled namespaces in the pool through PoolReplayer::update_namespace_replayers().  As a result, namespaces newly enabled for mirroring aren't picked up and even standalone images there aren't mirrored.
