Description of problem:
json output of sacct fails

Version-Release number of selected component (if applicable):
slurm-22.05.9-1.el9.x86_64

How reproducible:
Tested on two RHEL9 nodes with EPEL enabled

Steps to Reproduce:
1. install and configure slurm
2. run sacct --json
3.

Actual results:
sacct: fatal: Unable to find plugin: openapi/dbv0.0.38

Expected results:
json output for sacct
