Fedora has moved to installing files in /usr/bin, and symlinking them to /usr/sbin where needed. The apcupsd package currently installs 4 files to the /usr/sbin folder:

/usr/sbin/apcaccess
/usr/sbin/apctest
/usr/sbin/apcupsd
/usr/sbin/smtp

The rpm package should be updated to install these files in /usr/bin and create symlinks in the /usr/sbin folder.
