Quite often this is caused by corrupted installation media - systemd-machine-id-setup is basically the first binary Anaconda runs after it instals the system and starts configuring it. If it is missing, then the installation media might be incomplete or corrupted, with parts of the installed system missing as a result. I suggest rebooting and running media verification from the initial boot menu (it should be the default entry) & checking the result. In some cases the media has been downloaded correctly but the flash drive used is itself failing, so it might even help using a different flash drive.

For added context, the install media and full install had no problem on one computer, the second computer was a dual boot install alongside Windows and the install did not go to plan. However, it did work on the second attempt after drives had been partitioned on the first attempt.
