Description of problem:
Need to update the minimum supported BW limit in QOS.

Currently its limited to 1MiB i.e (1024*1024), as per requirement it should be 1Mbps i.e ((1024*1024)/8 = 128KiB).

So from Ganesha side decided to reduce the min value to 32Kib i.e (1024*32) i.e 128Kbps.

Along with this change the Max IOPS limit to 1638400 (i.e 4 times the current value 409600 * 4).

If change is required in UI also, please open a relevant bug.
