generic-release needs to update its system-preset file to switch from 'dbus-daemon.service' to 'dbus-broker.service'. This was done for fedora-release in this commit: https://src.fedoraproject.org/rpms/fedora-release/c/fbba3e5203fecf027f00d9c4587abf7f7c0e84a7 Without this, systems that use generic-release do not have the dbus-broker.service enabled, which means the dbus.service symlink is not created and the dbus.socket refuses to start, resulting in no dbus service.
