Hi! I just updated to F42 and encountered this issue when trying to upload a file using curl.

For example: `curl -F "file=@${FILE};type=application/${TYPE}+tgz" [..]`

I would expect curl to upload my file. Instead, I see the following error: "curl: (26) Failed to open/read local data from file/application"

It looks like this was introduced in curl v8.11 with this change: https://github.com/curl/curl/commit/9664d5a5475fdc661c23a0f329dfdfaf558e2e0b

It was later fixed in a commit included in v8.12: https://github.com/curl/curl/commit/f7e065f314f9d307af8f194a16c95cc754fefd4a

I've built and locally tested a handful of curl versions, and this looks to be fixed as of 8.12 as indicated above.

1. `curl -F "file=@${FILE};type=application/${TYPE}+tgz" [..]`
Actual Results:
curl: (26) Failed to open/read local data from file/application

Expected Results:
File to uploaded without issue
