Description of problem: Currently perl-Devel-Cover requires `perl(:VERSION) = 5.40.1`, but perl-libs has been updated to 5.40.2 in RHEL 10.0. perl-Devel-Cover will install by pulling in the previous version of perl-libs that is still in the repos, but once installed it blocks dnf from updating perl-libs. Please rebuild the package so that it requires `perl(:VERSION) = 5.40.1`.
