Doc Text:	Namespace access disruption during gateway scale-out Currently, when scaling out the number of gateways and adding listeners, the system automatically redistributes namespaces across all gateways, including the newly added ones. As a result, some namespaces may temporarily become inaccessible to initiators that are not yet connected to the new gateways. As a workaround, run the discovery followed by the connect-all command on the initiators. In some cases, the connect-all command may need to be retried to restore full visibility.	Story Points:	---

Description of problem:
Scaling down a node and then scaling up another node, causes few namespaces from different ana groups to go missing in the initiator.

ceph Version 19.2.1-222.el9cp

How reproducible:
3/3

Steps to Reproduce:
1. Deploy NVMe on few nodes and create few subsystems and namespaces 
2. Scale up the NVMe service to another node after adding listeners to this new node.
3. Verify nvme list in initiator, few namespaces will be missing.

Actual results:
Few namespaces missing after scaling up gateway - Automation run log - http://magna002.ceph.redhat.com/cephci-jenkins/cephci-run-3QAR9B/Gw_node_replacement_0.log

Expected results:
All namespaces should be visible at initiator irrespective of scale up/down
