Description of problem: We are seeing an issue where the NFS provisioning continuously provisions and deprovisions daemons indicating a port conflict in logs. 


Version-Release number of selected component (if applicable): 8.1


How reproducible: 100%


Steps to Reproduce:
1. Create an NFS service with virtual_ip defined
2. Wait for deploy
3. Monitor `ceph orch ps` and/or active mgr logs

Actual results:
The NFS daemons constantly are provisioned and deprovisioned showing their rank generations increase every serve loop. Issue is present in multi-label and single label placement.


Expected results:
The NFS daemons deployed once and are not rescheduled.
