I managed to build the eclipse sub-package of icu4j with both a rawhide install
and with mock. A patch is attached to enable this sub-package. Thanks, Ben

updates icu4j to 3.6.1 and enables eclipse sub-package

icu4j 3.6.1 is required for eclipse 3.3. It would be nice to get this in sooner
rather than later so that I can get eclipse 3.3 into rawhide. Thanks, Ben
