If the user chooses german as language, the keyboardlayout is not changed from en_EN to de_DE.

This results in a problem with the LUKS encryption password, as Z and Y are exchanged. 

QWERTY => EN
QWERTZ => DE

Is user types a z or y into his password, he does not recognize this, except he uncovers the password or reboots to start the system.

This bug is not longer present in WebUI interface in current release in Rawhide.
