As far as I can tell, this started happening after the update from clang 19 to clang 20. Indeed, looking at the build log, it seems that clang is crashing during the build. Is the linked JIRA ticket private? I can't seem to access it.
The ppc64le failure is fixed by this upstream clang commit: https://github.com/llvm/llvm-project/commit/735d721de451067c3a618b309703d0b8beb9cacc
