This bug is clone from RHEL-103309.

I might have copied the wrong example file. Let's try once more with a even smaller file. This one works on Stream 9 but does not on Stream 10 for me:

On Stream 10 it fails with:

Does that help to reproduce it? I am still using the dnf commands from above to install the packages on Stream 9 and Stream 10.
