Cause: The .smb rados pool was created when the smb manager module is loaded instead of being created when a SMB resource is first created. Consequence: The .smb pool is created before any resource which requires it is created. Fix: Delay creation of the .smb pool to when resources which require it are created. Result: The .smb pool is now created only once a resource using the smb manager module is created.

# Description of problem:
During the deployment of the 8.1GA cluster, we noticed that the .smb pool is created automatically, regardless of whether the SMB service is defined. Our expectation is that this pool should be created only when the SMB service is enabled.

1. Install IBM 8.1 GA cluster
2. Check the list of pools deployed automatically

# Expected results:
We expect .smb pool to be created only if/when SMB service is enabled.
