Disabled generation of devel subpackage. Meson rules do not contain any attempt to install headers anywhere. Shared libraries were originally named like devel package would have them. Renamed them to version by a simple trick, but maybe they should be installed somewhere into rpath instead. They are intended to be used by the package only, not any external programs. Probably should be installed into separate %_libdir/%{name}/ directory, which would be somehow cleaner. But have not found anything obvious prepared in current upstream.

This would have to be solved somehow by the bind-dyndb-ldap, which we still have not fully working even for new stable bind 9.20. We should be working on moving LDAP interaction to outside daemon instead. But we can create our own installation of development files later. Now it at least allows to use recent bind and its utilities.

In any case, it is still possible to install bind + bind9-next-utils or bind9-next + bind-utils.
