mod_mono failed to build from source in Fedora rawhide/f43

Please fix mod_mono at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
mod_mono will be orphaned. Before branching of Fedora 44,
mod_mono will be retired, if it still fails to build.

the problem was already for f42. /usr/sbin was causing problems for apr-1-config
I have fixed it in rawhide.
