Description of problem:

This issue is observed in the OpenStack CI after upgrading to v19.2.1.

Downgrading Ceph to v19.2.0 makes the problem disappear.

Note that both the passing and the failing job uses the same qemu 8.2.2. packages. So it is not caused by a new qemu version.
Looks like https://github.com/ceph/ceph/pull/60133/commits/cdbe2c1bb4731395423ab77f3edd2ee4bd053148 is the potential commit introducing the regression.
