Description of problem:

Following the switch from clamav-1.0.9 to clamav-1.4.3 in EPEL9, c-icap-modules will not install. Rebuild against libclamav.so.12.

Error: 
 Problem: cannot install the best candidate for the job
  - nothing provides libclamav.so.11()(64bit) needed by c-icap-modules-0.5.7-5.20250117git36a6688.el9.x86_64 from epel
