Description of problem:
Package python-pyscipopt fails to build from source in Fedora 43 on x86_64.

Version-Release number of selected component (if applicable):
5.5.0-2.fc43

Steps to Reproduce:
koji build --scratch f43 python-pyscipopt-5.5.0-2.fc43.src.rpm

I noticed this recently. The same problem appeared in F44, https://koschei.fedoraproject.org/build/21226095, but then it went away with https://koschei.fedoraproject.org/build/21230666, and F44 is fine now. In F43, it started with https://koschei.fedoraproject.org/build/21226980: again, nothing really jumps out as a likely cause.

It turns out that whatever fixed the problem in F44 must have hit the buildroot in F43, and this started working again in the past few hours: https://koji.fedoraproject.org/koji/taskinfo?taskID=136282927 succeeded, resulting in https://bodhi.fedoraproject.org/updates/FEDORA-2025-ed5877d1c3.
