Description of problem:
Regardless how old CVS is, legacy repositories still exist and are useful to a variety of business operations.  The latest enterprise distributions should not impede use of such.

Version-Release number of selected component (if applicable):
cvs-1.11.23-75.fc43

How reproducible:
yum install cvs

Steps to Reproduce:
1. Confirm epel repository is active
2. # yum install cvs
3. Observe not found message

Additional info:

Legacy CVS repositories are useful even if one does not use CVS for current
version control.
