Package netpbm include invalid license. It was found during legal review in https://gitlab.com/fedora/legal/fedora-license-data/-/issues/255 and the license was classified as not-allowed in Fedora.

The license is in file
 ./analyzer/pgmtexture.c

Can you either:

1) remove the file (from the sources) or

2) work with upstream on reclassifying the license or

3) remove the package from Fedora?
