Following discussion in bug 2360110 the "Dropping of cert.pem file" Change is being deferred to F44.

The changes have been reverted in ca-certificates-2025.2.80_v9.0.304-1.1.fc43 which just missed the cut-off for the Beta freeze, so it needs a Freeze Exception hence this ticket.

Also the build needs to be pushed manually to Bodhi.

I briefly tested it in a VM and it seemed to work fine: I used an old koji-tool build to check.
